PALM COAST -- For the first time, city leaders and residents of The Hammock sat down, looked each other in the eyes and confronted a growing controversy: annexation.As talks were wrapping up Tuesday, Council member Jon Netts said he worried that residents would leave with questions unanswered and fears intact. Still, he hoped the session opened a "crack in the door" for an eventual truce.
